What you'll be doing: - Develop, implement, and maintain financial policies and procedures. Monitor and review federal and state legislative proposals for potential financial impacts on the Commission. - Oversight of accounts payable, revenue collection, payroll, and all purchasing activities, including proposals and bids, insurance coverage, operational and capital purchasing, parts procurement, cycle counting procedures, and monitoring of the capital asset program. - Develop the annual budget, multi-year budget forecasts, and financial reports. - Responsible for the annual audit process. Prepare and review audit workpapers, reconciliations, and applicable reporting requirements. Liaison to the independent audit firm. - Responsible for all investments, ensuring compliance with investment regulations and requirements. - Responsible for all debt transactions. - Oversee capital financing transactions, including the issuance, management, and administration of revenue bonds and federal and state grants. What you'll need for this position: - Considerable knowledge of the principles and practices of governmental budget preparation, administration, and forecasting. - Considerable knowledge of Generally Accepted Accounting Principles including Governmental Accounting Standards Board pronouncements and MN unit of government budgeting and financial administration; and applicable federal, state, and local laws regulating financial management. - Considerable knowledge of the principles and practices of financial analysis, cash flow modeling, economics, and reporting. - Applicants must be authorized to work in the U.S. CyberCoders, Inc is proud to be an Equal Opportunity Employer.
